I propose for Microsoft and Bungie allow 'Open' and 'Closed' versions of Xbox Live in which participants are allowed to use custom modifications at their own respective discretion.
In this manner, participants in games could play custom content, with copy protection, without fear or consequences of being banned from gameplay.
